Review of the "Tenth Five Year Plan" and development ideas of the "Eleventh Five Year Plan" of China's plastic industry (II)

basic status of plastic additives industry

at present, there are more than 700 enterprises producing plastic additives, more than 100 large-scale enterprises, 16 enterprises with an annual output of more than 10000 tons, 11 enterprises with an annual output of 20000 tons, and 3 enterprises with an annual output of 50000 tons

jobboekhoven, the lead author of this study, said: "So far, China's production capacity of plastic additives is 1.2 million tons/year, which can replace 60% - 70% of plastic raw materials into plant fibers, and the consumption is 720000 tons/year. In recent years, the average annual growth rate of plastic additives has remained at about 10%, far higher than the average annual growth rate of 4% of the world's plastic additives. Especially with the accelerated pace of the material revolution, the demand for plastics in aerospace, electronics, agriculture, construction, automobile, packaging and high-tech fields is increasing In addition, China's plastic additives market has great potential and broad prospects

although there are more than 100 plasticizer manufacturers in China, only 40 can produce normally, with an annual output of 650000 tons, while China's annual consumption is 1.15 million tons, and the domestic output cannot meet the market demand

the guiding ideology, development goals and trends of the "Eleventh Five Year Plan" of the plastic industry

China is a large country with a population of 1.3 billion, and the per capita consumption level of plastic products is not high, which is only 22kg at present. In 2005, the national plastic products industry exceeded the planned target of an annual output of 25million tons, accounting for less than 20% of the national plastic products enterprises above Designated Size, with an annual output of 21.986 million tons. Therefore, the production and consumption of plastic products will maintain a steady and high growth rate no matter from the perspective of the steady and rapid development of the national economy during the "Eleventh Five Year Plan" period or the potential market of the "2015" long-term plan

guiding ideology

during the "Eleventh Five Year Plan for self-supporting boxes with a depth of (2000 ± 100) mm and a height of (4000 ± 100) mm", the plastic industry should maintain steady and high-speed growth and development, adhere to the comprehensive implementation of the scientific concept of development, speed up the adjustment of economic structure and the transformation of economic growth mode, and take the road of sustainable development; We should base ourselves on scientific development, focus on independent innovation, and strengthen the research and development of new technologies, new equipment, new materials, new processes, and new products; We should adhere to people-oriented, change the concept of development, redouble our efforts to do a good job, cultivate large enterprise groups, build Chinese famous brands, and actively participate in international market competition; We should take effective measures such as promoting scientific and technological progress and strengthening scientific management to reduce material consumption, energy consumption and cleaner production, and effectively turn the development of the plastic industry into the track of comprehensive, coordinated and sustainable development

development goal

during the "Eleventh Five Year Plan" (), China's plastic industry should promote the optimization and upgrading of industrial structure and strive to improve the level of industrial technology. The annual growth rate of the total output of plastic products should be 10%, and the annual growth rate should be 8%. Accordingly, the total output of plastic products should be 35million tons and 50million tons by 2010 and 2015 respectively, Realize the grand goal of doubling the total output of plastic products on the existing basis in 10 years

development trend of key industries

1) agricultural plastics

Agricultural Plastics (such as agricultural greenhouse film, mulch film, forage film, breeding film, irrigation plastic pipe, plastic water-saving equipment, etc.) should be popularized and applied with high performance. The national conditions determine that agricultural plastics should be placed in the top priority of the plastic industry

according to the prediction of the agricultural department, the area of gardening facilities in China will increase to about 38million mu by 2010, and the annual demand for weather resistant functional film will increase to about 300000 tons, accounting for about 40% of the annual sales of greenhouse film; The cultivation area covered by plastic film will be expanded to 310million mu, and the annual consumption of plastic film will increase to about 780000 tons; The area of special greenhouses for animal husbandry and aquatic products will be expanded to about 1.5 million mu, and the annual demand for ammoniation, silage and wrapping film will reach about 300000 tons; In addition to agricultural films, the demand for films and plastic containers for the storage and packaging of agricultural products will quadruple on the basis of the tenth five year plan

during the "Eleventh Five Year Plan" period, the country plans to develop 150million mu of agricultural water-saving irrigation area, of which 130million Mu is the water-saving technical transformation of the existing irrigation area, and 20million Mu is the new water-saving irrigation area; Developing 150million mu of agricultural water-saving irrigation area requires an investment of 100billion yuan, and the investment in water-saving irrigation products, materials and preparations accounts for about 50% to 70% of the total investment

2) plastic packaging

plastic packaging materials mainly include plastic flexible packaging, woven bags, hollow containers, turnover boxes, etc., which is one of the largest fields in the application of plastic products. In 2005, plastic packaging exceeded 7million tons, accounting for about 1/3 of the total output of packaging materials, ranking first among all kinds of packaging materials

various mineral products, chemical products, synthetic resins, raw salt, grain, sugar, cotton, wool and other packaging have largely used plastic woven bags and heavy packaging bags to replace paper bags and jute bags. Plastic packaging as the main packaging material is an inevitable trend. In addition, beverages, washing products, cosmetics, chemical products and so on are developing rapidly in China, and there is a great demand for plastic packaging materials such as essential composite films, packaging films, containers, turnover boxes and so on

the demand for food and drug packaging is very strong. China is a country with a population of 1.3 billion, and food and drugs are major materials for the national economy and the people's livelihood, and the corresponding packaging demand is very strong. The growth rate of pharmaceutical packaging in China ranks first among the eight largest pharmaceutical producing countries in the world. In terms of varieties, the demand for plastic blister packaging and plastic bottle packaging has increased significantly

3) plastic building materials

plastic building materials will become a new consumption hotspot and economic growth point in the coming years. With the gradual serialization, matching and standardization of the varieties of plastic building products, the requirements of environmental protection and energy conservation and the strengthening of promotion and application, the need for various plastic pipes, doors and windows, polymer waterproof materials, decoration materials, thermal insulation materials and other plastic products for construction will have a large single value of no less than an increase

according to the "Eleventh Five Year Plan" of the Ministry of construction, building energy conservation should reach 101 million tons of standard coal within five years, and the total area of energy-saving buildings should exceed 2.16 billion m2, including 1.6 billion m2 of new buildings and 560 million m2 of existing buildings. China has 40billion m2 of existing buildings, and about one third of them need energy-saving transformation. According to the transformation standard of 200 yuan per square meter, the market capacity of this part of building energy-saving materials and technologies in the future can reach 2.6 trillion yuan. For plastic pipes with energy saving, material saving, water saving and land saving, by 2010, 80% of building water supply and drainage pipes will be plastic pipes, and 70% of building rainwater drainage pipes will be plastic pipes. During the "Eleventh Five Year Plan" period, the average consumption of plastic pipeline engineering will reach 2million tons per year. For new plastic materials with low comprehensive cost, superior performance and slightly higher one-time investment, such as PU, EPS, XPS, PP, PVC and other foaming materials, the application prospect is huge and the expansion field is very broad

4) automotive plastics

according to the estimates of authoritative experts in the automotive industry, the total demand for automobiles in China will reach 6.5 million in 2006. The average consumption of automotive plastics in China is 70 kg, with an annual consumption of more than 400000 tons. The varieties of automotive plastics include PVC, PP, PE, PU, ABS, PA, POM, etc. With the increasing amount of automobile scrap year by year, the amount of automotive plastics and plastics for household appliances and electronic appliances has increased steadily. Its recycling has become the focus of the source of waste plastics, but the treatment principles are similar. By 2010, the demand for automotive plastics in China will reach about 800000 tons. Therefore, the task of recycling and recycling plastic parts of end-of-life vehicles will be more and more arduous

5) medical polymer materials

medical polymer materials refer to materials used in medical life sciences that are in direct or indirect contact with life. It is mainly divided into artificial organs and plastic medical instruments, which are high value-added and high-tech products. They have developed rapidly at home and abroad, have a wide range of applications, and have a large consumption

medical polymer materials, also known as medical plastics, are applied to disposable equipment such as medicine, pharmaceutical packaging and drip bottles, and to non disposable equipment such as surgical instruments. In 2005, the market demand for medical plastics in China reached 12-15 billion yuan. During the "Eleventh Five Year Plan" period, medical plastic products will enter a period of rapid development. With the domestic medical device market will expand significantly, and the future market demand will increase to 100 million yuan

among them, plastic human organs, plastic medical appliances and other important plastic products in the field of high-tech materials will also be greatly improved in their production and use range

6) plastic daily necessities

daily plastic products cover a wider range and are closely related to human life. Because of their wide variety of designs, lightness, convenience, hygiene and comfort, various simulated plastic products have replaced traditional materials such as iron, wood, bamboo, rattan and so on in more and more fields. Plastic shoes, plastic boxes, bags, printing films, household and personal necessities, various fitness equipment, toys, appliances in streets, communities and entertainment places, as well as many plastic daily necessities have become an indispensable part of human life and serve human society in a new field. The main task in the future is still to strive to increase the variety of designs, develop more functions, and try to be cheap, non-toxic, odorless, green and environmental protection
